That's the good thing about using a bike in NYC. If you get tired just hop on the subway.

I went to Brighton Beach ONCE and it was filthy.
The only Rockaway Beach I frequented long ago was Riis Park which I enjoyed a lot. Not sure if that qualifies as "Rockaway." I once went to Rockaway Park but that was boring: too family.

Are you talking about Fort Tilden? That place is as quiet as it gets and there aren't even lifeguards.

But yes, the whole length of the Rockaway peninsula has quieter spots, and if you want dining or other stuff you can always stop by the more popular areas near the Cross Bay Bridge or 116 st.
