Of note, Joe was also an integral part of Mayor Rudolph W. Giuliani's core management team in New York City. From 1998 to 2001, he served as deputy mayor for operations, overseeing the day-to-day management of the city government. Before he was deputy mayor, Joe was the city's director, Office of Management and Budget, with responsibility for managing the city's $36 billion operating budget and $45 billion capital improvement program. He also served as commissioner of finance for New York City.

Preceding his municipal service, Joe spent 15 years in investment banking, serving as director of public finance at Credit Suisse First Boston (CSFB) and as managing director at PaineWebber Incorporated, where he specialized in public finance, serving state and local governments throughout the United States. Joe graduated from Georgetown University, where he earned a bachelor of science in business administration, and received his master of business administration from the Harvard Business School. He serves as a trustee of the City University of New York and has been a director of First Aviation Services, Inc., since April 2002."
