I was in the same situation as you when I was moving here for graduate school at Fordham two years ago. Ultimately, I decided on Bedford Park and I definitely made the right choice. If you do Bedford Park or Norwood you could be well under your budget even with a private parking spot (not that you would even need the car). You also have easy access to the 4, the D, and the Metro North.
