Born and raised in NYC and the surrounding area. New Yorkers are friendly and very genuine. If on the street it seems as though everyone is moving fas, not making eye contact and in a rush, or if they don't make much small talk when making a purchase, that is part of the honesty.
New Yorkers don't say "bless your heart" only to stab you in the back. We like things quick and direct, saving our smiles and conversations for those closest to us.
If an out of town person is lost in NY and needs directions and help you will get that. They really don't judge and are open and accepting of outsiders. People leave cloying small towns where they are hated or ignored and fins instant acceptance in this big city with a big heart. They don't need to know your pedigree or your religion. It just does not matter. When you come to NY to live you are a NYer. No questions or conditions, as there are in small towns.

Yes, like every place else. Honestly, in my experience the rude New Yorker stereotype comes from people who move to Manhattan from elsewhere and then start acting like big shots. Generally, once you come into contact with real New Yorkers in working class outer borough neighborhoods you can see a huge difference in people's attitudes.
A few bad apples tend to spoil the whole bunch in terms of outsiders views of New Yorkers. Over all I think you'll find people to be friendly. I also believe that if you have the common courtesy to be observant of where you are going and whether you are in anyone's way, and observe certain "laws" like walk left stand right, then you will be pleasantly surprised!
