Does anyone know where i can buy a cheap piece of land, just a small one, under $20,000 within 70 mins commute of the city (via trains)
I posted this in NYS also.
What you're asking is the impossible.
Think.
Why are you not getting any answers here or on the NYS forum?
If land within 70 minutes to NYC that ALSO HAS train access to NYC were available for such a tiny amount of money, don't you think developers would have bought it up ages ago?
The perks you want the land to include will never come that cheap (barring NYC being blasted off the planet by an asteroid, nuke, tidal wave, etc.). Not anywhere even close to that cheap. Don't believe me? Go on a Multiple Listing Service website for an area that meets your geographical and transit needs and search for undeveloped land.
Here's the one for Long Island, where several communities in Nassau would meet your geographical needs (max. 70 minutes to NYC) and your transit needs (has the Long Island Railroad):
I know Long Island is out of the question, but I was thinking more North or out towards NJ. I have found some pices of land, but I don't know if the areas are any good, ergo the question. It's not impossible, just need a little bit of help.
70 minutes north would put you in Putnam County, and there are few areas that you would not like, I'd venture. $20k strikes me as a very low price, however, even for raw land. I would have thought you would need to be much further out to get a good deal.
There are issues in the Poconos with taxes, so the cheap land may have a much higher tax when the house is built, and the school quality varies greatly. NYS and NJ have high taxes, but better school options. Now, if you found something in Northern Bucks County, PA, that would be a different story, but a regular commute to Manhattan would be wearing. If it was a home office with limited trips to Manhattan, that might work well.
Check schools on greatschools.net for the scores. Scores don't tell the whole picture, but if you find mediocre school test scores, it may correlate to social issues or a lack o educational quality. Then, look at the taxes. If the school tax is high, and there are many underperforming schools, that's another red flag.

He said he wants train service. The Poconos doesn't have it (even though I think it's been promised forever as a scam to sell houses out there). I have a coworker who commutes to midtown from the Poconos via the only public transit available, bus. He is miserable lately and says if there's an accident he doesn't get home until 8:30 pm. (He leaves work around 4:45 - 5:00 pm).

So you already found land 70 minutes from NYC via train for the price you want?
Then go on the County CD forum and ask, "Is this place any good?"
For example, say you found something in Westchester. Post a thread asking if the place you found is any good.

Sloatsburg is Rockland County, and 70-minutes is not always easy to do. I would figure on at least an hour and a half, because of the need to cross the River, either at Tarrytown for the Harlem Line via TappanZeeExpress bus or taking the rail through NJ to Secaucus, transferring to Penn.
Elementary schools in the Town of Ramapo are decent, but you may be faced with decisions when it comes to the high schools as the quality diminishes from what I have understood, largely owing to the relative size of the schools.
I was unwaware that you could find a buildable lot that close to Manhattan for $20k.

That's what I'm trying to do now, the places I've found that seem somewhat okay are in Sloatsburg, NY 10974
make sure they're zoned to allow house building
