I went to check out Hope Gardens Seth Low Tilden Unity Plaza and I can tell you that Unity Plaza, Tilden and Seth Low are in terrible neighborhoods, people were hanging out on the street in the middle of the day, the streets were dirty and filled with trash. Straight dirty!! I chose Hope Gardens because it was clean, very close to the bus and its a 3 or 4 story walk up. I didnt see the inside though, but the outside looks better than the other options.

Dont know much about the projects you've listed but if it were me, I'd definitely choose a housing project in Manhattan over one in Brooklyn.

Default De Hostos (Wise Towers)

Wise Towers is actually not bad, and so is another development that they manage called De Hostos. These developments are in Manhattan and they are located near 91st and 93rd on Broadway, Central Park is just blocks away. Gorgeous! To live in the projects in this area is a blessing! You're surrounded with sooooo much, excellent elementary schools, fine resteraunts, beautiful clean laundrys just minutes away, Columbia University is not to far away (where you can work for them and attend school for free by the way), City College is near by as well, this is just to name a few things, google map the area to see what it looks like, or better yet, take the 2 or 3 trains to 96th street and see for yourself! Hope this helps

Were you limited to just those developments you mentioned, or were those the only developments you were offered?
