Never mind with my other comment just saw this one... In Queens you have a number of areas that fit your budget that is if you are looking for a studio or 1 bedroom...

Howard Beach

Woodside
Flushing
Sunnyside
Kew Gardens
Richmond Hill
I could keep on going... All of these neighborhoods have fairly low crime rates and are nice working class ethnic or diverse areas...
If you could afford 1,300/mo why were you looking only in hoody areas of The Bronx?
There are lots of very nice areas of The Bronx where 1,300/mo will get you a very nice apartment.Riverdale,Van Cortlandt Village,Bedford Park/Mosholu Parkway,Woodlawn,Pelham Parkway,Morris Park,Pelham Bay,etc.You might even find a small 2 bedroom in some of these neighborhoods.Big 1 br's in that price range are no problem.
I was thinking the same thing @ bluedog but what I'm guessing is that 1300 is her limit not that she would comfortably want to spend 1300 on an apartment... Im guessing her realistic range is somewhere around 1000-1200 but for a 1 bedroom but that price is still very doable in the neighborhoods I listed and I'm sure in most of the neighborhoods you listed as well... not too familiar with the Bronx...
I would add Rego Park and/or Forest Hills in Queens for a large studio or small one bedroom apt.
