Whenever they get to my log number, if I'm no longer eligible based on higher income in the future, am I simply rejected? Seems pretty crazy that it might be 2-5 years to wait for an apartment, only to be marked ineligible because your future income is not the same as it was years ago.

Yeah, but if they reject you, then you get your application fee back. Lol
Do floor plans for Rosalie Manning apartments exist?
I've been searching without success for floor plans for Rosalie Manning. However the Mitchell Lama apartments I've been in have all looked the same. I think these layouts are typical:
Got log# 1* for a 2BR. I wonder how many vacancies they have for this category. Any idea on how long the wait might be?
I was wondering the same. It sounds like you have a good number, but given that Rosalie Manning is not a multi-building complex, I think the fewer number of units might imply that one would wait a while, as I think is typical for these types of lotteries.
If there are only 109 or so units, split that between the different sizes of apartments and that reduces the vacancies for your type even more. Unfortunate, I know... I'm not sure if the application fee is partially or fully refundable, either, anymore. I thought that I read that the fee is non-refundable.
