would I have a good chance of getting the apartment if I have the preference for the 50%, resident of community board 8 even if the log number is really high or it does not matter unless your log is low?

I think there are a fair number of variables, including how many other people with CB preference applied and the number of units available. The odds are definitely better, but the best case scenario is a combination of CB preference and a decent log number. However, if they fill their quota for CB tenants before they reach you, they'll go back to the beginning. Looks like log numbers should be coming out soon for this one though.
