It's a lottery. Once the application period closes applications are randomized because the date you apply does not matter and where you live definitely does not have an effect on your log number. When the applications are shuffle you receive your random log number. Then the lottery aspect of this process is complete. Everyone is then processed in numerical order with the exception of preference groups.
Yes but my log # is 62,xxx and I have no preference for this lottery so my only chance is that I might get reached out to for the higher priced apartments.
I will never be caught dead paying those types of rent for that area in Queens. I'm born and raised in Queens so I know the area like the back of my hand. I rather stay in my over priced Williamsburg with much more to do and offer than to pay over 2K for a luxury apartment Jamaica Queens.
Preference doesn't affect your log number. If there's preference, the people in the preference group will be called in order of log number until the preference set-aside is exhausted (so, it could be #s 5, 78, 202, 9348, 14509, etc.).
