Steven Pankow (D) - Mayor from 1954 - 1957. Lifelong Republican who switched parties in 1944 when the GOP didn't nominate him for Senate.
Chester A. Kowal (R) - Mayor from 1962 - 1965.
James Griffin (D) - Mayor from 1978 - 1994. Registered Democrat, highly favored by Republicans and cross endorsed by the Republican and Conservative parties.
Anthony Masiello (D) - Mayor from 1994 - 2006. Similar to Griffin in that he was favored by Republicans. Endorsed Gov. Pataki (R) for re-election in 1998 and 2002.

Cincinnati, OH
First of all, from 1925 through 1998, Cincinnati mayor was chosen by their city council from their city council, no citizens voted. In 1924, the Charter Committee (Party) was formed because of the corrupt Republican Party. From 1973 - 1975, the Democrats and Charterites worked out a system where each party would rotate mayorship. Only lasted for about two years and then it went back to the city council voting. 1999 was the first year that a normal election took place since 1924.

Cleveland, OH
In the last 107 years, Cleveland has had 11 Republican mayors and 12 Democratic ones. They've both had equal chances.
