You should begin a new thread for your question, rather than trying to tag onto an old thread that is not exactly relevant to your situation.
But, in any event, if you want to gain custody, you have to stop wandering from place to place.
You need to have a permanent place of residence, rather than wandering.

I find it surprising if there is a law or regulation that guarantee minimize space per occupancy.

When I came here with my parents, my family was living with my grandparents in a tiny apartment no more than 400 SF. 7 people live in this 400 sf. My bro, myself and my grandparents in 1 bedroom. My sister and my parents in another room.

These rules are ridiculous. 18 month old can't sleep in the same bedroom as parents??? 18 month old is a baby!

My friend lives in Fort Lee with his wife and three kids in a two bedroom rental (I am not sure if it is a condo or coop). All three kids attend the local public schools (two in elementary and one in high school). Just recently they received a letter from the town stating that they need to move to a bigger place or will need to start paying for schools. I guess times are different now.
