I'm going to Rutgers in Newark this Fall and I wanted to know recommendations on where to live. My budget for an apartment can go up 1100. I want to live in a safe neighborhood, but I also want to live in a place where there is stuff to do (ie bars/restaurants). I will also have a car.

Montclair, Hoboken, downtown Jersey City.
Would recommend finding someone to share with, it will greatly improve your options at that price point.
You can try Secaucus. It has a suburb type of feel but its not. Its right next to NYC and close to Rutgers. I am going there this fall too. The prices are not so outrageous as in West New York or Hoboken. But I am not so sure about the renting potential here. As for eating out and restaurants, there are pretty good places to eat here. The Houlihans and Olive Garden here is really good!

Why would you want to live in Secaucus If you are going to Rutgers Newark ? Secaucus Is dead compared to Newark, If you live in downtown, or the Ironbound you could walk or take the city subway to class, plus you would have acess to over 270 bars and restaurants, many art galleries, the Newark museum, NJPAC, the Prudential center, and much more.
Way back when when my friends and their brothers, etc went there they used to live in frat houses on what used to be called High St, which later was renamed to Martin Luther King Blvd. Which I sometimes call Martin Luther King be getting High St in my local vernacular.
