Nobody likes a snitch, why not talk to this person face to face and have an upfront discussion? This especially applies because you say it is a family member...

That said, Nye County Code is here

6.20.020: RESTRICTIONS; NUMBER OF CATS AND DOGS:
A. It is unlawful for any one household or business to possess, own or keep more than two (2) unspayed or unneutered dogs over the age of six (6) months at any one time. It is unlawful for any one household or business to possess, own or keep more than two (2) unspayed or unneutered cats over the age of six (6) months at any one time. The ownership, maintenance or possession of more than two (2) unspayed or unneutered dogs or two (2) unspayed or unneutered cats by any individual is declared to be a public nuisance, subject to judicial abatement in proceedings to be initiated by the animal regulation officer and/or sheriff upon receipt of a written complaint that such practice is occurring.

B. A household or business may possess, own or keep any number of spayed or neutered dogs or cats; provided, however, that such household or business is capable of adequately caring and providing for the dogs and cats so kept. (Ord. 161, 1994: Ord. 99 § 99.701(a), 1982)

If you are witnessing animal cruelty then it is your responsibility to do something about it. If the dogs are well cared for then butt out.

Two kids per human couple, then mandatory sterilization?
