I'm looking to get another boat and I really like the look and speed, ride quality of the 21ft paramount. But they are hard to come by and if you find one people want an arm and a leg for them. Do any of you know of similar hull designs

If buying new, take a look at the Dusky Tournament. The smallest in that series is a 25ftr. I'd opt for the Evinrude G2 engine for more torque, speed, acceleration, fuel mileage, cost to own, and it's about 30% cleaner than any of the 4 cycle crap out there.

From what I gathered paramount is no longer built. Unless another company bought the molds and are repopping them. and selling them as paramount by xxx xxx. I was looking more so for a project boat that needs some work but not a full resto.

As far as motors go about the only 4stroke id buy would be a verado. But for this project I wanted to run a old 3.2 merc 250-300xs

With the right motor , calm day , it should be a 65-75mph boat.

You can still buy the original molded Paramount Boat. There are some considerations though. I assume you're aware that the bottom comes factory fresh with a hook in the bottom. That's what makes it fast but unstable in rough water. But if speed is all you care about, look at the Speedcraft Paramount Boat 21. It's from the original Paramount mold.

FWIW, the Merc Verado is probably THE most costly engine to run. Maintenance is a nightmare and expensive. For the same hours a 2 stroke G2 is almost $2500. a year cheaper to run and maintain. In a drag race, the G2 will win everytime by a lot vs the Verado and do it cleaner and on less fuel. But the Merc is cheaper which is why you see so many of them. Yamaha is right there with the Merc. Your speed assumptions are pretty much on mark. The boat originally was rated for 225 HP max.
