CA does not allow towing double trailers for any personal vehicles. Tractor trailers excepted of course.
Every once in a while I will see some pickup truck towing a camper and a boat behind that. CHP nails them.

You can tow doubles in CA if you have a commercial drivers license.

Massachusetts requires a registration plate, a renewal sticker every year, and an annual excise tax to the town. The towing vehicle's liability insurance covers the trailer while in use, but theft and collision coverage for the trailer itself is extra.
