Top sign: No parking, 4 PM - 8 PM, Monday - Friday. (Probably to make traffic flow better during evening rush hour.)
Middle sign: Reserved parking for Sector 35 permit holders, 9 AM - 9 PM, Monday - Friday. (So residents aren't crowded out of parking spaces in their own neighborhood during business days.)
Bottom sign: No parking, 9 AM - 10 AM, Mondays and Thursdays, March 1 - December 1. (I'm guessing for street cleaning.)
They could at least use the same symbol for "No Parking" each time...
Nope. The first sign means No Stopping Mon-Fri between 16h00 and 18h00.
The second means you can park there if you have a permit from 09h00 to 21h00. However you still can't stop there between 16h00 and 1800.
The third sign means you can park there except from 09h00 to 10h00 on Mondays and Thursdays and if it's between 1 March and 1 December but you still can't stop there from 16h00 and 18h00, even if you have a permit which lets you park there from 09h00 to 21h00, unless it's a full moon on a leap year.
When you are driving around trying to find a parking spot the myriad of parking sign trees can be downright confusing as even for some one who understands what they are saying it does take some time to understand what they say and in the meantime traffic behind you isnt usually accommodating to your poor eyesight.
I can only imagine how tough this must be for those tourists or those unfamiliar with city parking regulations.

My rule of thumb -- because I have no patience for this level of absurdity -- when it comes to those multiple, confusing, just-damn-stupid parking/no-parking signs is this:
Is anyone else parked there?
Do they have a ticket?
If the answers are YES and NO respectively, I park.
What funny little French cars? I don't know what you mean. Are you referring the dog sled I take to the trading post? My dogs' names are Pierre, Jean Marc, Benoit, Gaston, Henri and Luc. They do very well in the snow.

How do those funny little French cars handle Quebec winters?
Obviously cars in Quebec handle winter very well especially since snow tires are mandatory., as for funny little French cars i dont believe there are any cars in Quebec manufactured in France,basically the cars here are the same ones you'll find anywhere in N.America although gas prices being high Quebecers in general prefer smaller 4cyl cars such as the Toyota Corolla or Honda Civic size cars.
