I was told that my son can attend school in Canada at a low cost because my wife is a Canadian Citizen is this true?

You may want to check with specific colleges but I would assume pricing is related to residence rather than citizenship.

Yes, it is true. My American cousin was in this situation. She was able to apply for citizenship and when she received it she was able to choose what province she wanted to be considered a resident of. She was accepted to McGill University in Montreal (one of the world's top schools) and since she chose Quebec as her province she got to pay the Quebec tuition rate, which is cheaper than the rate for people from other provinces. I strongly recommend you apply!
