I am wondering if anyone can advice me about a situation my son is having with his landlord in Milwaukee. My son has been living in his apartment for almost 2 years with access to the basement where the fuse box, which likes to go out constantly, and his furnace, which also likes to go out, are located. Now the landlord has told him he will no longer have access to the basement. My son also has his laundry machines in the basement and stores several things down there. The landlord has offered him $10 off of the rent for the inconvenience. I believe this is a breach of the lease, even if the basement is not listed in the lease agreement, it has just been an assumed part of the lease for 2 years now. Am I correct on my thinking and is there anything my son can do about this?

Wisconsin Tenants Rights. This pretty much sums up everything a tenant needs to know. He should get everything in writing from the landlord, whether it is a $10/month credit or whatever.
