Just curious when it started and how did it get changed ? Did the school board make it happen or was their a vote by the people in the districts ?
I graduated in '87 from EDHS and don't remember it being a school of choice or when it changed, I honestly didn't pay attention until I started to see the area fall apart. Now I see it in where I live and in Roseville.

In Eastpointe, it happened in 2012 by vote of the School Board. K-8 is open to any kids in Macomb County. It was the last school district in Macomb County to do so.

There's many rules. School districts have a lot of flexibility when it comes to school of choice. It's really up to the specific school district on how many nonresidents they let attend, how far they can live, which grades and schools they're allowed to attend, etc.

Michigan Legislature - Section 388.1705c

For Troy, I think only Kindergarden and 1st Grade are open to nonresidents, but after that they can stay in the school district up through to graduation as long as you don't enroll in another school district. But yea, if a Detrot resident was willing to make that trip to drop off their kid, it's certainly possible.

Eastpointe allows residents from as far away as Lapeer and St. Clair counties as well as Wayne, Macomb, and Oakland. Though only for specific grades and schools. Most other districts in Macomb County only accept nonresidents from just within Macomb County.
