Best suggestion is moving where the job is. One can move ANYWHERE, but if there are no employment opportunities, it does not matter what you like when the bills come due.

Based on your critera here is what you should do. Get an old map of the US and draw a line across the country using the southern border of Michigan as your base line, you should also dip down to include Utah, NoCal and Colorado. Find every medium to large sized college town within this area and use forums like City Data to research from there.
Besides the towns already mentioned I would check out Eugune, OR, Corvallis, OR, Spokane, WA, Boise, ID, and Billings, MT.
