Virginia outside of NOVA is never going to become part of the Northeast. It's just too southern culturally, linguistically, and demographically. And since when has Texas been part of the Southwest? The vast majority of the state still identifies more with the South than with any other area.

That's like saying that Maryland outside of the Baltimore/DC area will never be northern...

(wiki, of course )
Virginia and North Carolina are becoming more politically northern and some government agencies consider Virginia to be northeastern, so I think both of those states can join Maryland. A little later, Georgia will become northern enough, and then we (the Northeasterners) will exist down to FL. South Carolina will take more time to soften up to the cause, unfortunately.
