That's exactly what anti-lock breaks do, except much faster than you can do, and with a micro second observation if the wheels are locking up. Knowing when the wheels are locking is not something you can tell until you are in a skid, but the computer and sensors can tell.

Go to a big parking lot and try to lock up your wheels on ice with anti-lock brakes. You won't be able to. Wen they are working you can hear the studder, and feel it in the brake pedal.
