Since you are looking East of town, I'd look at Breckenridge South of the Watterson and Hurstbourne Parkway. Pretty affordable apartments, no major crime concerns, and close to Sullivan.

If you are trying to stay around Sullivan, there aren't any areas I would specifically avoid. It really depends on what you are use to as to the "safest" neighborhoods. I live west of Bardstown Road in Germantown. I see this area as an average area. I PERSONALLY would not live anywhere west of I-65, with the exception of Old Louisville and any of the new condos downtown. But, I have friends from PRP and Shively that love it. I just would prefer to avoid. Again, it depends on your prospective of safe and clean!
