Not really, at least not in the short term. As of right now, in ideal weather conditions, the airport can handle about 85 or so operations an hour. An operation is one takeoff or one landing. Improvements to high speed turnoffs from the runway may bump this up marginally, maybe by a couple operations an hour, but won't have a major impact. Also it's important to note that the airport is slot controlled by the FAA, meaning it doesn't matter how much you improve your airfield, the government still limits the number of planes per hour that can land.
For reference, the Atlanta airport can handle about 225 operations an hour. Denver can handle around 275.
Do you know if the tax dollars are paying for infrastructure purely to benefit those private investments (for profit investments)?
Well the infrastructure developments will benefit everyone, both passengers and the general public alike. If the Van Wyck Expressway is improved, that helps all motorists, regardless of if they're going to the airport or not. The airport generates massive amounts of tax revenue for the city, state, and federal governments, so it's expected that the surrounding infrastructure supporting it should be maintained to an appropriate level.

Good for us (Long Island), but they're spending $130 million on fixing that runway. Too bad they're not using it for a more long-term solution.

Any new major airport has parallel runways only, as far as I found on google.
But here in NY I don't know if the winds are "special" that they need to have crossing runways...

In order to invest in the runway infrastructure, the money needs to come from federal funds and, may be, that's why Cuomo isn't touching that part of the airport?

It's all about winds. Planes need to land and takeoff into the wind. It is difficult to takeoff with the wind going perpendicular to your aircraft (known as a crosswind), and it becomes impossible once that crosswind becomes strong enough.
If you live in an area where the winds are almost always going or coming from the same direction, you can have a nice layout with all parallel runways (LAX, ATL), however if you live in an area where the wind shifts frequently, you must have runways running perpendicular to each other so that no matter the direction of the wind, the planes can still takeoff and land going into it (all NYC airports, DEN, ORD).
If we didn't have intersecting runways here, there would be huge chunks of the day when the airport would essentially be closed, with no aircraft able to takeoff or land.
One last question: In your opinion, do you see any solution for the air traffic (LI and Queens) in terms of infrastructure?
In other words, do you think they could be using those $10 bill to change the airport infrastructure in a way that benefits the air space problem?
It seems we'll be paying higher taxes for the beautification of JFK, with a pretty park in the center.
Does anyone see benefits for the tax-payers and people on the ground who don't use the airport??

I won't even drop off or pick anyone up anymore.
Been to Laguardia and JFK within the past few years and it was a stress inducing horror show.
