If I said I wanted to find a white neighborhood, I would be labeled a racist. Strange world
With your budget, New Hyde park would be the best option for you. NHP schools are considered much better than Floral park or Hicksville. Herricks school district is better than NHP but you would have trouble finding a home in your price range there. You may also look at East Meadow. Although it does not have as many Indians as NHP or Herricks, I believe it has some Indian population, has a decent school district & you should be able to find something there within your budget.

Not quite. You're confusing ethnicity with race. A person saying they are from India and wanting to be around Indian people has to do with culture. The person wants to know he is living among people with whom he shares certain experiences, values, etc.
It would be like you saying you wanted to live in an American neighborhood. Nothing racist or wrong with that.
Now, if you said you wanted to live in a white neighborhood, that comes across as racist because there is no specific white culture.
The poster said he wants to be around Indians. He didn't say "brown people." There's a big difference.
Both Floral Park and New Hyde Park are fine. Also look into Garden City Park, which is also 11040 (New Hyde Park zip code).
At $475 K, you're looking at a small house or a house that needs work. Great investment either way. Safe, excellent schools, a walkable downtown with plenty of restaurants and bars, shopping nearby, golf, parks, 33 minutes to Penn Station, etc.

Being of Indian origin myself, I can tell you that most Indians who are born and/or raised here don't really care much about being in an Indian neighborhood. Its mostly the first generation immigrants who feel the need to be in an Indian neighborhood & since the OP mentioned that he/she is from India, I'm guessing that's the case here. Its not really about race or anything but its just that these folks feel more at home when living in these neighborhoods which have some Indian population, Indian shops, places of worship etc nearby.
