In other states the flashing of the lights on and off are a heads up warning that there is a cop with radar up the road.

Many of the people driving with no headlights on are drunk drivers, especially at 3-4am.

If you take a nice leisurely drive down Hempstead Tpke with no headlights on a Saturday night, you will be stopped promptly and asked to blow into a PBT!

It is....but it actually goes "don't flash your lights when you see someone with their headlights off, it's a gang initiation rite to ride around with no headlights and then when someone flashes theirs, you KILL THEM!!!" It is indeed, one of the sillier urban legends out there:

Someone rear-ended me when I had to stop at a yellow I would've normally run. It was raining but there was a cop to my left waiting for his light to turn green. The lady behind me thought I was going for it and couldn't stop in the wet. Umm lady... don't assume, for one, and don't follow so closely when it's RAINING. Cop wrote up the report right there. The kicker... the lady's husband says to the cop that I confused them by tapping my brakes (to try and stop in the wet). More like I saved them from getting a ticket for running a red.

I check my rear-view mirror a lot when I'm driving. If someone is tailing me too closely and it's wet out, I don't care about a possible ticket, I will go through the yellow. It's not worth the risk of being rear-ended (even if it is their fault) and having to deal with whiplash, slipped disks, and other fun stuff that will destroy your quality of life as you get older.

Huge fraud problem, medical mills, and no-fault insurance where you automatically get $50K coverage with every NY auto policy...doctors see a patient who has been in auto accident and it's cha-ching.....no deductibles, no referrals, just treat treat treat as much as possible till the insurance co schedules its own exam. Can't tell you how many claims I handled where I asked the person "how are you feeling" and the reply was "my doctor says I need at least 90 days of treatment". Not "I'm a little sore" - only what their doctor tells them to say.

Add in the fact that anyone who lives in Brooklyn seems genetically predisposed to commit fraud and it's crazy.
