I went on Craigslist and found an apartment in medford long island I put a down payment of 500$ to hold it for a week then extenuating circumstances came up and I absolutly could not rent it ... I asked if I could get public assistance there to pay for it or else I just couldn't live there ..n the landlords reply was no bc it is an illegal basement apartment. I asked for the money back and they gave half back and said they would give tge other half when someone moves in cause they spent it ... That was amost 2 weeks ago what can I do to get my money back .. threaten code enforcement or something?

The purpose of a deposit is to hold the apartment. You are lucky that you got any of it back. It's really as simple as that.

I agree with Tom - you're lucky the Landlord refunded some of your money.

It is very simple. Call the guy up and explain that you are going to report his illegal apartment to the Town of Brookhaven if you don't have your money within 48 hours. Also tell him you will be contacting the IRS to make sure he has been paying taxes on the rental income. That should scare him enough.
