The landlord said he will give u the other half when he rents it. I agree with the other be happy you got half now and maybe u will be lucky and he will keep his word and give u the other half when he fiils it

You should have asked the LL about whether or not he accepts DSS before you put a deposit down. MANY LL's of LEGAL apartments won't deal with DSS.

You also should have asked about the legality of the apartment before putting a deposit down. Since you know that DSS helps with rent/security something tells me you're savvy enough to know about the legal/illegal apartment situation on LI.

Your original post states that you did not find out it was an illegal apartment until you found out you could not afford it.

You got your priorities mixed up. First make sure you can get assistance, THEN have the apt held. Your mistake buddy, not theirs.

Not that I would ever rent out an illegal apartment, but If I was the owner you'd be out $500.
