As of right now, I'd say Memphis. In ten to fifteen years it might be a lot closer battle, but Memphis is a considerably larger city (Memphis may not have any larger buildings than LR, but it does have a more dense overall look, which contributes to the urban feel), Beale Street is much more established than the River Market, and so on. Little Rock is making distinct advances in this area as downtown continues to be revitalized and expand, the Riverfront park grows and brings in more events, and the success of the River Market district trickles down to other areas, but for the time being, my vote goes for Memphis.

"Unique neighborhoods" is a much more subjective question, and I think both cities do very well in that aspect.

Memphis. It wasn't long ago downtown Little Rock was entirely boarded up and unsafe after dark. It has made strides in the last decade to improve its image but still cannot and probably never will be able to compete with Memphis (which is like 3 times the size of Little Rock in population).

This is kind of unfair since Memphis is a much larger city than Little Rock. So, of course Memphis is going to have more things to do downtown.

Memphis has the history behind it that Little Rock will need decades (and lots of cool old guys playing the blues) to catch up with. Man, does Memphis have the musical edge on many towns. It has a feel to it. I took the place for granted I guess. Not a lot of places out there are like it.
LR is nifty for what it is though.

I agree with thewizard16's above comment 100%. Memphis has the history and its downtown is well established, but Little Rock is doing an excellent job of making its entertainment district and overall downtown area comparable with cities that are even larger than LR. Little Rock is on the right track when it comes to revitalizing its downtown area.
