Contact the University of Nevada Master Gardeners. They'll help you for free. Look under contacts phone numbers in the southern area on this site. Master Gardener Program

Or contact the gardeners at the Springs Preserve. Actually, they may work with each other. Springs Preserve - Official Web Site

I'm no master gardener but I'd venture a guess that your cactus is getting too much water.

Yeah, looks like overwatering to me but I'm not an expert either.

FWIW, I planted some cactus in the front yard and have no irrigation lines run to them. Just just live off whatever they can scavenge as runoff underground from other plants and the periodic rainfall. They've doubled in size the past year.

The best thing you can do is to chop off the dead parts, it will help the roots in rejuvenating the cactus instead of stressing the roots trying to revive the dead parts of the cactus. If you notice infestation just get some pest repellants, go to Star Nursery, Lowes or Home Depot.

During the winter season, wrap it up, it'll help survive the cold winter spell.
