I think almost every kid in creation has said that the schools suck, especially when they have to go to them. And this is every kid in the nation, not just good old vegas.
I remember my school i went to, it sucked. lol It was in Calif.(and it still is )

put the address into lvmpd.com/crimeviewcommunity, that will give you an idea on how safe it is, the area around it has some nice convenient shopping, Chinatown is not far, neither is the Strip

It's not the best area, but not the worst. Would i live there? No. I just prefer the edges of the valley.
