I don't know many of the players now since I've been out of the loop for a long time, and have lost track of most of my friends in that business. The only agency guy (that I know personally) that I see still doing talent for his own clients is Tom Letizia.

Letizia Companies

Just pick up the yellow pages, and put together a good pitch. Advertisers are impatient people who procrastinate. So if the guy they normally use is booked up right when they need to do a spot, they'll call someone else, usually in a panic. Watch TV and make a list of the local advertisers, then find out if they have an outside agency or an in-house agency, or no agency. Contact the local TV stations and get a production rate card. But you'd probably charge more than they would anyway. I wouldn't know what to tell you about rates. It's a bidding process sometimes, and a straight hourly rate other times. Talk to the local production companies and see if you can find out anything. I was trying to Google a freelancer buddy and came up with this...but then he wasn't mentioned anywhere on the site.
