Look at the population of the NYC metro area vs that if Holland.

What I do think is we need a penal colony somewhere, austensibly set up as an independent country, but under US control. Anyone with multiple felony convictions gets exiled there, having there US citizenship permanently revoked.

I think we need to address what causes people to commit crimes rather than increase the world's largest prison population.

Maybe if they quit letting violent offenders out to re-offend, things could possibly get better.
When someone commits a crime, be it home invasion, robbery, rape, put them away for good. No matter their age. All of these repeat offenders know they will get a slap on their wrist and they will be let out soon, so being arrested doesn't faze them.
If they can prove beyond a shadow of a doubt with video proof, DNA, etc, that they murdered someone, give them the death penalty and don't wait 20 years to do it.

Don't just lock them up with nothing to do. Make them work like they did in the old days in prison. Bring back the chain gang. Hard labor. Make them useful to society for once.

For many, it is lack of an education. Or they are raised by the same mentality that they are now. They don't give a fig about anyone other then themselves.
Being a productive member of society starts when they are children. They must be taught the right way to grow up and be a good citizen by their parents, and their parents cannot expect the school system to teach them, because they won't. Many times the parents are illiterate and they keep pumping out the children for more welfare money. I always thought if the kids kept committing crimes and their parents knew about it and did nothing, they should have their welfare revoked.
Make them all work for it, don't just sit around and do nothing and expect a handout.

Where this can be done, it should be. But I think there a limit to how much can be done, for a number of reasons.

At the same time, it need to be made forcefully obvious that victimizing other people will not be tolerated, and that anyone who does so will be excised from society.

Let's see if I got this right, you're trying to say that the strip is dangerous because one drug addict ran over 30 people in one evening?
