There is a different thing in that some portions of common plumbing may be the responsibility of only a subset of the owners...ie a water pipe in the common wall that supplies four of 40 units is the responsibility of those four units and not the HOA. In general though it is the responsibility of the HOA to fix the leak and then bill it to the four units.
I have a condo that wasn't a conversion that doesn't have it's own shut off. If I want to do plumbing I have to shut off the water supply for the 3 other units around me. Shutting off the valves at the walls that feed the faucets/toilet is not a good solution either. There can still be bursts in the pipes that are fed through the walls.

If OP can actually find a condo where the shut off is right next to the water heater that would be REALLY convenient for him.

I don't recommend Southern Highlands. I lived there for a time, it's still too far removed from everything.
The OP wants to be nearby a hospital, Costco and 99 cent store - those are all going to be a drive!

I recommend Summerlin South. Check out areas in Zip codes 89135 or 89138..
or, Sun City = 89134

I agree, I think Summerlin is a great spot. The landscaping is gorgeous. When I move next this is where I want to go.
