Just drive to the top of different parking garages on the strip and shutter away. It's free.

Your best option if money is not a factor would be a helicopter tour. You can get the Strip from all kinds of angles in a matter of minutes.

I've had problems with security on bikes bothering me when loiter about parking structures.

You gotta snap and go. Don't hang around to savor the view. The one time I was approached by a security person at the top of Circus Circus, I told them I was doing a "school project". They bought it, just told me to "hurry up and finish".

when standing at the balcony of the el cortez I got a good view of the strip - looked like a downtown at that angle.

Desert Breeze Park in Spring Valley has nice views of the Stratosphere all the way to Mandalay Bay. Also in Spring Valley, toward the end of Hacienda at the back of Spanish Trail is a hill wherein you can take a short hike and have a nice view of valley floor including the Strip. I' ve taken many photos here, there are large homes on top of this hill as well.

Exploration Peak Park in Mountains Edge in the town of Enterprise has a nice view of the Strip as well. A short hike to the top will reward you with views of the Strip and beyond.
