How are the taxis if any from Rampart, Red Rock etc. to a home in the northwest. I understand that getting to and from the strip by cab is both expensive and difficult but what about the local casinos.

What about the local casinos? You're not that clear.
All taxis in Las Vegas run by a meter with the same rate. Service can depend wildly on how busy the whole city is. If there's a big convention in town, good luck trying to find one at many local casinos.

When we were there two weeks ago we found plenty of cabs lined up 24/7 at the strip casinos and the airport. In the Downtown area we sometimes had to wait for one to show up, longer to find one that takes credit cards. Some like to take advantage of tourists, the ride from the airport to Monte Carlo was a big loop around the airport, then the freeway past the casino and back to it for $23. Going back the driver took a surface street and it took much less time and was $18. Both trips were in low traffic times. The second driver told me that they like to just loop back and forth from the airport and casinos, and don't like to go to places like red rock because there's no one to pay for the trip back.

The service is there but again the availability of it depends on the time of day the day and what happens down on the strip.

The problem lies with getting a cab to your home off the Strip away from casinos. I've been told I should walk to Sams Town or Boulder Station if I want a cab (which is about at 30 minute walk). Ya, that should be fun at 105 degrees! I even phoned Nellis Cabs (which is on the same street as my condo) and they said they only operate to the Strip and casinos. Others on posts on this site say you can wait up to 1 - 2 hours at home and sometimes the cabs never do show up to their home. No wonder there are so many DUI's when you're forced to drive a car to get around in something airconditioned in LV when you want to go out and have some wine at dinner and/or a night out. Arghhh.

I've taken cabs from NLV to the strip a couple of times and never had a problem. 20 minute wait after calling. Perhaps because I was going to the strip and they knew they'd pick up a fare down there?

I've never taken one back home, so that might have been an issue. ( Always met up with friends / designated drivers)
