It is relevant to note that Governor Sandoval did the right thing by the people and vetoed that bill including the rate hike on June 17th.

The veto was not of the rate hike. Had to do with agreeing to allow NV Energy to pass the potential cost of some investment risk for new transmission facilities to the consumers.

Some investment being a billion dollars of infrastructure being paid for by the public in the form of an ~11% rate hike, right?

Nope. It dealt with the potential liability if the power lines were built and then did not pay for themselves. It involved no direct rate increase. It is a way future thing.

This is not suggesting that NVEnergy is not working the system. Just that was not what the bill was about.

I see, I found a working link to that article. Looks like the PUC gets to decide if NVEnergy can rape us with a rate hike.

What you describe is Solar City's business model. http://www.solarcity.com/ They do this a bunch in California, but I believe it is predicated upon state tax incentives.

Separately, I've been told (but haven't bothered to verify) that these panels don't work as well in the heat of the Las Vegas summer as they do in the summer in CA. It is too hot here, they say.

I have heard of it in Europe...but heavily subsidized.

It is a thing that could work here if the power company goes to temporal rates.. I wonder if that is true in CA? If you had a peak afternoon rate of 25 or 30 cents per kwh it could start to work. Rather see it get to competitive though the other way around.

The solar shingles don't appear to be much of a deal. Much of the literature indicates a product not ready for prime time.

Where I lived, PG&E was the utility, and time-of-use pricing was an option - there was a large mulitplier for noon-to-6pm electricity and a good-sized discount for off-peak time use - M-F; Sat-Sun we had regular pricing. We ran the swimming pool filter off-peak during the week and during peak on the weekends so the solar water heating panels would heat the pool. In addition to time-of-use pricing, there were 5 tiers of pricing for overall power consumption per month. The more power you use, the pricier it gets.

Top tier was mid-30 cents per kwh before the multiplier for time of use.

That coupled with then-in-place state subsidies for panels made the leasing alternative from Solar City fairly attractive if you plan to be in the house for 15 years.
