if you have a accident and your vehicle is drivable, that failure to move the involved vehicles from the right of way is an offense?

here we see so many fender benders that are left in the road until the police/fire/ems arrive, which blocks and impedes traffic, especially in rush hour.

in florida, you must move your drivable car to the side of the road or you can be cited.

is there a law that says to move it invites leaving the scene?

The code states that if there are no injuries then the car should be moved as soon as possible so that it does not obstruct traffic.

I've had a few fender benders where I got out of the way. My biggest complaint about Nevada has always been the half-a$$ed, dangerous way we treat road hazards. My first encounter with the problem was on Highway 6, between Tonopah and Ely, at about 3:00 in the morning one night, probably in about 1965. The travel lane just ended into a large pile of dirt with one small sign, and a tiny little light blinking away on top of the dirt pile. No warning signs until we were right on it.

After that I started noticing that, unlike what I'd seen back east, drivers are left to fend for themselves in accidents, etc. Back home, if there was a road hazard, or a wreck, there would be cops out directing traffic around it, and there would be signs all over the highway for at least a mile warning you about the problem, and pilot trucks leading the line of cars in one lane then the other. Here, it has bugged me forever when I see 20 cop cars parked all over the highway in no particular order, cops laughing and having a good ole time, and not one cop directing cars around the accident, or the unnecessary cop cars.

Lately it's been a big news story about how the cops are complaining that their cars are getting hit while they "investigate" an accident scene; or if they have pulled a guy over; except they don't pull him over to where it is safe. The cops set up a dangerous situation, don't move people out of the line of traffic, and complain if they get hit. It's their own dam* fault. The cops refuse to take responsibility for what is their job to do. They'll actually claim it isn't their job to direct traffic. Then whose is it?

And don't get me started on those ID-10-Ts at NDOT.
