It the smell is that overpowering they may be in a different, and much more toxic, recreational pharmaceutical manufacturing business. Undocumented pharmacists aren't know for the safest or most ethical production techniques. Las Vegas Metropolitan Police Department has an anonymous tip line if you need it.

I have made low-fat brownies where the main ingredient is...black beans! Amazingly, you'd never know. If you want it, just let me know.

First off more than likely it's a illegal pot operation. You will need the exact address of the home to give to the police. Also if there are several cars that are there all the time get the license numbers and vehicle description. Do it without being obvious. Call the non emergency line of your local police dept and get the direct number for the drug/task force and ask for the Sgt's name. Tell them what's going on. If you don't get any satisfaction call them back and ask for a supervisor like a Capt ect.. because they are busy they may not get to your situation promptly if at all. The squeaky wheel does get the grease so to speak. Also if you still don't get any satisfaction then write a letter to the Chief of Police if it is a city they really don't like bad press. Always start at the line level first and then work your way up. Do not confront the neighbors yourself or you may find yourself or your cars/property at risk. You need to move on this as many other crimes will start to appear in your neighborhood often by "customers" of the pot dealer. I have known of shootings at pot houses where "customers" try to rob the dealers. Check the assesors page and find out who the owner is and try to get a hold of him. Don't hold your breath on the HOA you will need to move quicker than they will. Also sometimes HOA's have homeowners websites if you are an owner and you can get the homeowner's name from there. The eviction rules are different for tenants doing illegal stuff so help the landlord with with that ie: give him the websites for evictions and so on.

I made that recipie and brought it to work. Everyone ate them and were VERY surprised later to find that they had had black beans for dessert.
