I was promoted over another internal candidate that I will still need to work with. Any suggestions on how to deal with this situation? I am concerned that if I go to her and tell her that I want to maintain a good working relationship with her that she will think I am gloating (which wouldn't be my intent).
Or should I just let things play out without saying anything?

I have been there twice, and in one case, became my bosses supervisor after a "voluntary" demotion. I'd leave it alone and say nothing, just be sure to treat her no differently than the others you work with. If she brings it up by congratulating you, thank her in a sincere manner.
I would just let things play out without saying anything. I think just assuming that she is going to produce a bad working relationship, or that she will be so jealous she can't be professional could be more than gloating - it could be insulting. Wait and see. Things might be just fine.
