Woodrow, thanks for trying to explain this passage in the Quran.
The main sources of Islam are two
1- the Quran (the saying of Allah)
2- the Hadith (the saying of the prophet Muhammad (peace and blessing of Allah be upon him) )
and that passage was from the Hadith and not from the Quran.

Is there anyone to ask Me, so that I may grant him his request?
Is there anyone seeking My forgiveness, so that I may forgive him?"

That comment is VERY interesting.
I often hear that ignorance of the law is no excuse. It seems the Quran is saying that a person only breaks a law if they reasonably should have known the law was in effect.
For example, suppose a person hears that some terrorists are Muslims who believe the teachings of a guy named Muhammed. The person then draws cartoons portraying Muhammed as a fat Arab with a turban shaped like a bomb, and sitting on a camel backwards. Would you say the person has done something wrong?
If the person is a Christian living a Cairo, Egypt, then it is reasonable to think the person should know that such cartoons are frowned on.
If the person is an Inuit living on northern Canada, then they may have not known such cartoons are considered to be in poor taste. Instead of getting upset with that person, you would simply explain your customs to him and ask him to not draw such cartoons in the future.

Reaching a well he descended into it,
drank his fill and came up.
Then he saw a dog with its tongue hanging out,
trying to lick up mud to quench its thirst.
The man saw that the dog was feeling the same thirst as he had felt
so he went down into the well again
and filled his shoe with water and gave the dog a drink.
Allah forgave his sins for this action."
The Prophet was asked:
"Messenger of Allah , are we rewarded for kindness towards animals?
He said, There is a reward for kindness to every living thing."
The Prophet Muhammad (peace and blessing of Allah be upon him) said,
