When one writes a law that would incite lawsuits, one needs to make sure that it will survive any legal challenges

Otherwise, if the law is ruled unconstitutional, then that means the state spent all that money only to not have its law.

In Montgomery County, MD, police are prohibited from inquiring about immigration status, even if they arrest gang members, drug dealers, burglars, identity thieves, etc. unless they are charged with a violent crime.

They essentially give illegal alien criminals a green light to continue to violate laws without the risk of deportation, until they finally rape or murder, which has repeatedly been the case. I suspect many jurisdictions follow suit.
