Just so you know, border security under Obama has actually increased. He has put almost (if not slightly more than) 10,000 more patrol agents and guards on the border than Bush ever did, as well as sending more money that way to keep it secure. And drugs don't only find their way into this country via the global south. Drugs get shipped in from every corner of the globe. Corners that go beyond the Mexican-American border.
The DOD should look into it. Just imagine, 30 pounds of the most awesome weed per shot fired at the weed smoking enemy. Just fire ten rounds or so then wait a while. Then fire hundreds of big macks laced with sleeping potion. Wait a while and then go and scoop all the bad guys up.
Or that border security is catching the vehicle loads coming through the Ports of Entry, and this is trying to get past that security? Law enforcement for both countries coordinating together found the bundles fired over, and caught the vehicle. Sounds like that means border security is working.

How many bombs could be shot over the border before anything could be done about them? Even in this case it was the Mexican police who stopped these bombers, not the USA government. Our border security is dependent on Mexico's government more than our own.
Who cares about marijuana. That's the least of our problems. It should be legal anyway.

When you use evidence that border security is stopping something (or that cartels are having to do that, because their vehicle loads are getting stopped), it isn't a good case for saying border security is non-existent or a "joke". When does the payload turn into illegal aliens? Is your idea of fantastic border security when the cartels aren't being inventive anymore?
