I agree in regards to banking.

But wanted to comment since I live in Atlanta, that I do believe this is a step in the right direction. My son's identity was stolen by an illegal immigrant when he was 5 years old and it was a very difficult situation to go through and I still fear that his credit will be ruined before he is 18 due to these thieves. He is only 10 right now and I have to order a copy of his credit report every year due to this occuring.

Banks chose to accept it, has nothing to do with Federal Banking Laws. CIP's at banks (federal banking law) requires even more personal information than before, pretty much making the Matricular card unacceptable now.

You can request a new SSN for him. For adults, this is much more drastic measure since it eliminates your entire credit history. Since he is only 10 years old, it really means nothing to wipe his credit history clean. I had my SSN cancelled when I was 19 (not voluntarily) and was issued a new one. Other than problems with my selective service registration and obtaining my birth certificate, this has otherwise not been a major issue for credit.
