You'd still have to have bridges across the canal---unless you are proposing the only way anyone could drive into Mexico would be to take a ferry across, and that would seriously disrupt trade with one of our largest trading partners. How would the drug dealers get product in to the US? The same damn way they get it into the US today...by smuggling boats, hidden in cars driven across border checkpoints, by plane passengers, by tunnel, etc... The price of cocaine or heroin makes them relatively easy drugs to smuggle and still remain profitable--you don't need a huge 18-wheeler full of dope to make a profit. You can use innocent looking drug mules with stomachs full of drug-filled balloons and simply send them to transit points.
