I drove through there this morning, and they're digging a huge hole, for lack of any other descriptive word. Might be a lake, or perhaps part of a drainage system. That's a little to the east and on the south side of the road from what will be the Palmer House apts.

The only thing missing in the article is a look at the building's appearance. I'm pleased that it will be a Greek revival building (government buildings traditionally look like that, especially court houses and post offices), but a concept would be nice. Maybe something like the fairly recently completed one in Mobile (although the one there is larger and more expensive, but along those lines):
