Has it occurred to anyone that these problems have just as much to do with the absentee landlords (AKA "slumlords") who don't do any homework on who they're renting to, as it has to do with the renters themselves?

And no, I have never heard of a homeowner selling or producing drugs in his or her own home. That never happens...:
