It means that there's been a steady stream of Vietnamese immigrants (via California) coming to Houston for a while. I think what might have set off an alarm with the Times columnist NOW is the fact that there's a housing crunch and many people (not just Vietnamese) are looking to other places, given California's relative cost of living.

I remember a Houston Chronicle article similar to this written in the very early 90s.

Yes, that's what I'm trying to say. I remember this even as a young elementary school kid. "Culture day," and I was a pilgrim with my playground girlfriend. I'd say the Vietnamese-American kids made up ~15% of my class. Lots of foods, customs and clothing.

Southwest Houston, circa 1983ish.

The story featured a minority of Californians who give the rest of us a bad name. Take a look at that Vincent Ho with his big Houston house and his Benz. Big deal. Then there is the person who said something to the effect that in CA they are just average people, but here in Houston they are upper middle class and have more money than the people here. All this does is add to the resentment many natives here feel toward Californians. I do my best not to tell people I am from CA. Because if I tell them, many people become jealous and some are even hostile toward me.

You serious? The Californians that have flocked to my school here in Houston aren't treated differently. Most of their parents put the money they saved into the bank, or buy a better car for the family.
