If you are set on Sugar Land (and it is a fine choice) I would think Riverstone is the obvious choice. There is a small portion of it in Sugar Land currently, and some of the yet to be developed subdivisions off University will be Sugar Land.

It opened today at 12pm if it's University Blvd in Riverstone to 59 that you are speaking of. A friend drove it today from Riverstone to Telfair in 10 min! But, it's only 2-lane in some places right now so not sure what peak commute would look like.
